Emperor Pilaf has one of the greatest villain résumés in anime history.

Not because he succeeds.

Introduced near the very beginning of Dragon Ball, Pilaf dreams of conquering the world and ruling as a mighty emperor. He has castles, gadgets, armies, elaborate schemes, and a completely unshakable belief in his own brilliance.

The only problem?

He's living in a universe populated by people who can punch mountains apart.

What makes Pilaf so lovable is that he's less of a terrifying villain and more of a gloriously persistent troublemaker. Alongside his loyal companions Shu and Mai, Pilaf spends much of the series concocting increasingly ambitious plans that inevitably collapse in spectacular fashion.

And honestly?

Watching them fail never stops being entertaining.

Despite his grand ambitions, Pilaf is rarely malicious in the way later Dragon Ball villains are. He's not trying to destroy reality, absorb planets, or wipe out entire civilizations. He just wants power, respect, and maybe a really impressive throne.

Which feels almost wholesome by Dragon Ball standards.

Fans love Pilaf because he represents the franchise's lighter, adventure-focused roots. Before universe-shaking battles and divine transformations, Dragon Ball was a quirky journey filled with oddball characters, comedy, and treasure-hunting adventures. Pilaf embodies that spirit perfectly.

And somehow, despite being wildly outclassed by virtually everyone around him, he keeps showing up.

Pilaf is actually responsible for one of the most important moments in Dragon Ball history. His quest to gather the Dragon Balls directly led to Goku's first transformation into a Great Ape, helping establish a cornerstone of Saiyan mythology years before fans even knew what a Saiyan was.
